The Dare County Democratic Party will host a candidate forum featuring Steve James and D. Cole Phelps—the primary contenders for NC Senate District 1.
This will be a town-hall style forum, with a format similar to the one used by the League of Women Voters. Attendees will submit questions for vetting then pose their selected questions directly to the candidates.
The event will be video recorded and posted on the DCDP’s YouTube channel for the benefit of voters throughout the district.

Richard S. “Steve” James is a businessman from Winton, NC. He is president of Alfiniti Precision Tube, which manufactures precise drawn aluminum tubing. Located in Hertford County, Alfiniti is a Canadian company whose only listed U.S. site is James’s company. James holds a master’s degree in chemical engineering from Carnegie Mellon University as well as a master’s in business administration from St. Ambrose University. He earned his bachelor’s degree at Youngstown State University, where he majored in chemical and materials engineering and minored in political science and history.
Cole Phelps is an attorney and the founder of The Law Office of D. Cole Phelps, PLLC, in Plymouth, NC. His expertise is in criminal law, small-business startups, family law, estate planning, and real estate. Phelps is serving his second term on the Washington County Board of Commissioners, where he represents the residents of District 1. During his public service, Phelps has established a reputation as a champion for education. He earned his juris doctor degree, with honors, from North Carolina Central Law School, where he was managing editor of the Biotechnology and Pharmaceutical Law Review and a recipient of the Floyd B. McKissick leadership award.
